While I've never painted walls with a tie-dye pattern, I suppose the way I'd go about it is to first make a stencil type pattern. Try taking a piece of heavy styrofoam with a flat surface at least 12 inches square. Make some old strips of cloth cut in about 13-14 inch lengths (I'd cut up an old skirt or something). Starting in the center of the styrofoam, use a sharp object to insert one end of a strip into the center of the styrofoam. Twist the cloth slightly and stick the cloth in again about 6" from then center. Twist again, and stick the end of the cloth into the styrofoam about 12" from the center. Going back to the center of the styrofoam, I'd start again with another strip of cloth and continue inserting the cloth in a circular pattern.
Once I had my stencil, I'd use a watered down latex paint in a contrasting color from base wall paint. If you're smart, you will try your stencil on an old piece of cardboard before you start on your wall.
Rather than painting the wall in a tie-dye pattern, I believe I would instead sponge paint the wall lightly for effect, and then use lots of actual tie-dye material as the accents.
One thing that might be nice is to take a very long piece of inexpensive muslim material (not very wide), tie-dye that and use it as bunting draped next to the ceiling along the top of the walls. You could use large size cup hooks (the kind you would use to hang coffee cups under a shelf) to drape the material from. Another thing you can use to drape the material is plastic PVC pipe found in any hardware store. You can get this pipe in 12 foot lengths and have them cut it any size you like. Take a can of flat black spray paint, and paint the pipe black and Wa-La you have a cast iron curtain rod.
If you don't like the draped fabric look. Instead of draping the fabric over a rod, use wall paper paste and paste the fabric to the wall just as you would a wall paper border. I've used wall paper paste to paste fabric to all sorts of things and it goes on easy, stays on, and comes off without too much fuss.
If you are going for the 60's look, you could go around the bottom of the tie-dye border with some funky looking fringe and lightly tack that in place.
As for accessorizing the room, of course the first thing I'd do is tie-dye curtains. You could also use those string bead curtains. You know the kind that were just strands of beads hanging down. These would not have to be in the doorway, you could actually just hang some down from one wall, or you could use plain white curtains or blinds over your windows with the strands of beads hanging over that. I think that would look really cool.
You could take some of your tie-dyed material and make a nice lamp shade. To do this just get an old shade at the second hand store and use the wall paper paste. You might have to make a couple seams in the material to get it to lay down flat on the shade, or you could put gathers on the top of the shade (this all depends on your skill at sewing).
Tie-dyed pillows for the bed might be nice. And if you are really feeling ambitious, you could tie-dye square blocks of material and make a quilt top (ok, who has time for that?...forget it)
If the 60's look is what you're after, remember that little daisy decal that got stuck all over the place in the 60's? I'd make a bunch of these using salt dough and put them on the walls. Or you could make a stencil and paint them on.
If this is for a childs room, I like to hang toys on the wall. Kites are a nice touch and hang nicely on the wall. I found some pretty tie-dye kites at the following site:

Or some stuffed animals:
